Below is a summary of pet regulations in the U.S. and then further below in Europe. In the U.S there are very few federal laws protecting our sentient pets. We have the:
The AWA (Animal Welfare Act) which sets the bare minimum in standards . This federal law sets minimum standards for the treatment of animals in research, exhibition, transport, and commercial activities.
There is also the Endanger Species Act, the Humane Slaughter Act, The Marine Mammals Protection Act. There are also many local and state laws which are basically anti-cruelty regulations which are minimally enforced.
In the European Union (EU), there are several laws that protect sentient beings. Some of the most notable include:
1. The Treaty on the Functioning of the European Union (TFEU), which recognizes that animal welfare is a common concern and requires the EU to pay full regard to the welfare requirements of animals.
2. The Directive 98/58/EC on the protection of animals kept for farming purposes, which lays down minimum standards for the protection of animals kept for farming purposes.
3. The Regulation (EC) No 1/2005 on the protection of animals during transport, which sets out rules for the transport of live animals within the EU.
4. The Council Regulation (EC) No 1099/2009 on the protection of animals at the time of killing, which lays down minimum standards for the protection of animals at the time of killing for purposes of human consumption.
5. The Directive 86/609/EEC on the protection of animals used for scientific purposes, which lays down minimum standards for the protection of animals used for scientific purposes.
These laws set out the minimum standards for animal welfare in the EU, but member states may adopt more stringent measures to protect sentient beings.
